Message from the Rear Commodore 2009 - 2010
We have planned for another successful racing season and anticipate record numbers participating, with several new yachts coming to town. Again we have a full racing calendar with additions to previous years, such as the Offshore Series, that is to start in the New Year. We are also endeavouring to organise more outside-the-harbour-entrance starts for a number of reasons.
The now well-established starting and finishing line for the Wednesday night racing at the Nelson Yacht Club, will continue. This has proved a success for the race committee off the water, and for the participants on the water. (Thanks again to Inga Cotton and her very efficient volunteers who start and finish the races). However we are reviewing this because the Port Company may restrict small craft from using the Cut at various times when large vessels are entering or departing the harbour.
Being aware of Government Legislation regarding Risk Management, we are constantly ensuring our safety procedures are appropriate. The Committee is responsible for amending its Sailing Instructions and Notice Of Race to ensure that any hazards and safety obstacles are brought to the attention of all participants entering races. The importance of this is becoming more apparent for our committee as time goes on.
The Winter Series was again a success, with excellent sponsorship and interesting courses being set outside the harbour.
Handicapping is again a major issue with the Sailing Committee and probably with all sailing organizations world wide. Since 2004 we have used handicapping software developed by "Yacht Systems" http://www.yachtsystems.co.nz/. Within this we are using the "club" handicapping method, which takes into account the recent history on how a boat has performed in its last few races. The software has several methods to choose from, which we have tested through the years. The system of handicapping we use for Wednesday Night racing, takes into account the performance of both skipper and crew, rather than the potential of the boat itself. Another method we plan to use this season (probably in the Regatta and Harbour series) is to combine the yacht's potential with the way it is sailed.

Procedure to enter racing
•1. Notice of Race
The Notice of Race (NOR) contains information such as the title and starting time and date of the race or race series, the safety category, time of briefing and the fees for the race or race series. An entry form is also attached.
A NOR can be picked up from the Perspex holder on the table in the entrance foyer at the TBCC. These forms will be available at least a week before that particular race. We have these on the website also.
•2. To Enter
The completed entry form needs to be handed (or posted) with race fees attached to the Tasman Bay Cruising Club Manager, before the race and the sailing instructions picked up. (TBCC core office hours 9.30 am to 2.30 pm Monday to Friday).
Some sailing instructions will be available on the website.
For safety management reasons boats must enter via this method, if not results will not be shown.

•3. Sailing Instructions
On receipt of the completed entry form and Race fee a full set of sailing instructions will be given. Please read these thoroughly.
Sailing instructions contain other information associated to that particular race or race series such as course maps, starting procedures, description of marks, starting order, handicapping and scoring system, safety procedures, time limit. You are bound by the sailing rules of Yachting New Zealand (YNZ) and other rules decided by the TBCC sailing committee. Any rules decided by TBCC that are not in the rules of YNZ will be in the sailing instructions or amendments to the sailing instructions. Amendments are on the notice board inside and on the right of the entrance at the TBCC. They are indicated by the flying of an amendments flag from the clubhouse.
•4. Briefing
Attend the pre race briefing, if any, at the time written in the notice of race.
•5. VHF Radio
As the sailing instruction will explain a VHF radio call will be required. Call "Tasman Cruising Radio" to confirm you are racing. The number of people on board, your sail number and the division number you have entered in will need to be given. The sailing instructions will go into more detail for when calling is to commence.
For longer races a Radio schedule time for calling "Tasman Cruising Radio will also be written in the sailing instructions.
•6. Sign off
The sailing instructions may say that each yacht must sign off. This is done by signing a "sign off" sheet at the club house after the race. Or by mobile phone in the case of longer races, as explained in the sailing instructions.

Two Divisions
The Wednesday night racing is in two divisions (Division 1 and Division2)
For skippers of boats that enjoy ‘less competitive' racing, may choose to sail in the second division (Division 2). The second division will be mainly shorter in distance than the first division to enable the slower boats to get to finish in the time limit.
Racing will be conducted on the following basis:
• Skippers, not the committee, will decide which division they wish to sail in.
• There will be equal prizes for both divisions
• There will be separate handicaps for each division
• Both divisions' races will be category 5 races. As such all boats will be subject to the `Yachting New Zealand racing Rules of Sailing & Safety Regulations' and the disciplines associated with such e.g. safety declarations and inspections
• All boats entering must be members of the TBCC or a club affiliated to Yachting NZ
• The decision as to which course will be raced by each division will be made by the Race Officer on the night and displayed in an appropriate way.
• Starts will be 5 minutes apart with Division 2 starting 5 minutes after Division I. The start times will be approxiamatly 1755 hrs and 1800 hrs or as in the sailing instructions.
• There will be a time limit imposed at 2000 hrs, boats not finishing by this time will be DNF. The leading yacht must finish in 1 hour and 30 mins after the start. (Refer Sailing instructions for additional details).
• There will be separate class flags for each division
We do not propose to run two divisions in weekend races.
